The United States is seeking new trilateral Russia-Ukraine talks by the end of October, while Germany pledged more than €1.3 billion in aid during Chancellor Friedrich Merz’s visit to Kyiv on October 4.
Ukrainian President Volodymyr Zelenskyy said Washington had proposed technical-level discussions involving Ukraine, Russia and the United States, with the United Arab Emirates being considered as a possible venue. Kyiv said it was ready to participate this month, although the timing and Moscow’s willingness to attend remained uncertain. The diplomatic push came as Russian attacks continued across Ukraine, including strikes and drone activity in Kyiv during Merz’s visit.
Germany’s package includes roughly €1 billion in military assistance for long-range weapons, combat drones, satellite technology and air-defense efforts. Another €350 million will support repairs to Ukraine’s energy infrastructure, including generators and substations ahead of winter. Merz also announced cooperation on producing interceptor drones designed to counter Russia’s faster jet-powered attack drones.
The visit produced 15 additional agreements valued at more than €8.5 billion, covering defense cooperation, weapons production and procurement.
