Turkey, Qatar, Pakistan and Indonesia signed the Badr Memorandum of Understanding in Doha on October 21, 2026, to set a framework for closer cooperation on defense industries, training and research.
The signatories included the defense ministries of all four countries, Pakistan’s defense production organization and Türkiye’s Presidency of Defense Industries. According to the ministries’ public descriptions, the accord is intended to encourage defense manufacturing and strengthen capabilities. The same descriptions say it is intended to expand technical training and research and development.
Officials said the countries aim to draw on one another’s production strengths. They also aim to build closer links between their defense industries. The stated goals also include developing capabilities and products suited to modern defense needs.
The stated goals may also include meeting the needs of friendly partner countries. Qatar’s news agency said other countries may join if they meet criteria agreed by the four signatories. However, public announcements have not set out specific projects, funding, schedules or detailed steps for putting the accord into practice.
The descriptions focus on cooperation in industry and technical work. They do not announce a promise that the countries would defend one another.
