Qatar has reportedly presented Iran with a seven-day plan to end the war with the United States and Israel, but Tehran called its ideas unacceptable and said it remained in contact with mediators and open to diplomacy.
An official briefed on the talks said Qatar delivered the plan to Tehran on Sunday, October 25. The official said it set out daily steps to build trust and address concerns on both sides. The official said the steps could begin early next week and that several countries would guarantee the plan.
The plan’s exact steps and the countries serving as guarantors were not identified. A senior Iranian official involved in the negotiations gave a different account, saying Qatar had offered unacceptable ideas, not a real proposal. The Iranian official also said Iran would not be flexible on its nuclear program.
Washington wants the nuclear issue included in negotiations from the start. Tehran has said its conditions include ending the U.S. blockade of Iranian ports and lifting sanctions on Iranian oil exports. Foreign Minister Abbas Araghchi said Iran remained in close contact with mediators to discuss its own seven-day plan.
He said Tehran continued to give diplomacy a chance. The different accounts leave the status of Qatar’s plan unclear. An official on the mediator’s side said Iran’s response was expected by the end of the week.
